Minnesota legalized adult-use cannabis in 2023. Here are the key rules:

Possession Limits

• Adults 21+ may possess up to 2 ounces of cannabis flower in public.
• Up to 8 grams of concentrate.
• Up to 800 mg of THC in edibles.
• Home possession: up to 2 pounds of flower.

Home Cultivation

• Up to 8 plants per residence (max 4 mature).
• Must be in a locked, secure space.
• No sales from home grow.

Licensing & Sales

• Adult-use sales began in 2025 via licensed retailers.
• 15% excise tax + 6.875% sales tax.
• Tribal nations may sell to anyone 21+.
• Medical patients: no tax on medical purchases.

Public Use

• No public consumption (fines up to $500).
• No driving under influence (DUI laws apply).
